Trump Must Be Somebody

The tax code provides that Congress’ tax committees — including the House Committee on Ways and Means, the Senate Committee on Finance, and the Joint Committee on Taxation (JCT) — are entitled to obtain any tax returns from the IRS that they request. Section 6103(f)(1) of the Internal Revenue Code (IRC) reads:

Upon written request from the chairman of the Committee on Ways and Means of the House of Representatives, the chairman of the Committee on Finance of the Senate, or the chairman of the Joint Committee on Taxation, the Secretary [of the Treasury] shall furnish such committee with any return or return information specified in such request…
As law scholar Harry Litman explains, the term “shall” means exactly what it says: “The language [‘shall’] is the well-established norm, across a range of legal settings, used to denote an absence of discretion on an official’s part. It leaves no room for quibbles.”

IN MY NY TIMES APP there is an opinion piece by Nicki Haley which is not in todays printed paper. Could you blog this story so perhaps someone in SC can tell me where to contact the SC Aviation Administration. Since the Federal government isn't doing viruses anymore, I presume we contact the place where airplanes are made to ensure the planes are manufactured for things like living and dying. I didn't know SC took over all Federal Government tasks but Mrs. Haley intimates they did. Maybe the SC governor could tell us. Please blog if you have time. Meanwhile the airplane orders are on hold.
