I have grown herbaceous peonies and I am trying to learn more about tree peonies. Is that a picture of a Li Yuan Chun Chinese tree peony? If you could let me know I would greatly appreciate the help.

Hi, Edwardo. The plant is probably 20 years old, meaning I have forgotten the variety (if I ever knew it). I suspect it's close to Phoenix White (Feng Dan Bai), although the lavender isn't quite right. I've grown tree peonies from seed, but this isn't one of them. So it's most likely a named variety.

But the go-to guy for tree peonies is David Furman at Cricket Hill Garden in Thomaston, Connecticut: www.treepeony.com. If you get serious about them, he's worth a long detour (no problem for me; I'm just up the road).
