MONTGOMERY, Ala., April 10 — Answering a question that has become a litmus test of sorts for Republicans campaigning in the South, Rudolph W. Giuliani said Tuesday that he would leave the decision about whether to fly the Confederate battle flag over the State Capitol here to the people of Alabama.

Whenever a flag is involved, politicians always lose. SC Republicans and Democrats have both lost elections on this one issue. In fact, in SC that is about the only issue that a huge percentage of voters care about.
It seems that the South would realize that it's time to move on past the Jim Crow era, which is what this whole issue is about. They didn't start flying that thing again down there until the 1954 Brown vs. Board of Education decision.
